For local governments, it is required to establish a PDCA structure such as an energy management system and to promote these measures. For that purpose, it is important to build an energy management system that grasps the actual condition by database of energy consumption, etc., of buildings in cities and feeds back the results to those buildings. In overseas cities, a mechanism to visually grasp urban energy consumption status by utilizing the geographic information system (GIS: Geographic Information System) for database construction has been established, but in Japan this kind of mechanism is not well-known.Therefore, in this research, we apply the urban energy management system based on the existing study and the existing mechanism to Iida, Nagano Prefecture, which is an Environmental model city, and we study the effectiveness of the system, and gained the following knowledge.
1) As compared with DECC, which conducts nationwide surveys, since there are building uses with a large
number of collections, it is considered that local government’s own survey is effective in terms of data
collection efficiency.
2) It seems necessary to construct an energy consumption database on a local government unit that reflects
regional characteristics, not a wide area unit.
