The energy consumption of the district heating system in China accounts for about 10% of the total, and the heating floor area reaches 1.1 billion m2 in the whole country. The carbon dioxide emission reached 6.8 billion ton-CO2 in 2009, which is the largest in all the countries in the world in recent three years. The energy conservation in the district heating systems is urgent necessary. The current situation of heating systems in Shenyang is investigated, as well as the energy efficiency in the heating plants. The application of absorption heat pump with BEMS (building energy management system) is proposed for the improvement of the existing plants, the energy flow of this new system is illustrated and its energy saving is predicted. Furthermore the cost performance of the proposed system and the exiting system is compared in the model area of Shenbei New District. The effectiveness of the proposed system is also analyzed with the introduction of the emission credits as an alternative source for fund procurement.
