Abstract

In recent years, under the background of global climate change and rapid urbanization, cities as complex giant systems are becoming more sensitive and vulnerable, of which the most typical problem is urban flooding caused by heavy rainfall. In this paper, for the increasingly serious flooding phenomenon in Changchun City, an AHP-based urban flood resilience evaluation model based on GIS is proposed from four dimensions, such as environment, infrastructure, urban economy, and society, etc., and the weights of the factors in the above four dimensions are analyzed using the AHP method, and a zoning map of Changchun City for regional flood resilience evaluation is made, which classifies the jurisdiction of Changchun City into very low, low, medium, and high resilience zones; with the collection of the 2019-2024 economic loss data of Changchun city districts and counties to verify the reasonableness of the resilience map, and optimize the improvement suggestions for urban flood resilience in very low and low resilience zones. It is expected that the evaluation results will provide a practical path for Changchun City to scientifically respond to flood disasters and enhance the resilience of the urban system.
